From September 8 to 12, the delegation of the Ministry of Internal Affairs of the Republic of Armenia, led by Deputy Minister Armen Ghazaryan, paid a working visit to Germany and France. Within the framework of the Council of Europe’s “Strengthening the Protection of the Rights of Displaced Populations in Armenia” program, the delegation visited the Federal Office for Migration and Refugees of the Federal Republic of Germany, as well as the Council of Europe headquarters.
The Armenian side familiarized itself with the experience accumulated in Germany as a result of the implementation of the Temporary Protection Directive and compared the specific features of the temporary protection mechanisms applied by the respective states. The German side also presented its reintegration programs.
The delegation visited the branch of the German Migration Agency in Zirndorf, where they familiarized themselves with asylum procedures and accommodation conditions.
During discussions with Council of Europe counterparts at the Council of Europe headquarters in Strasbourg, France, Armen Ghazaryan highly appreciated the nearly two-year bilateral cooperation in the context of protecting the rights of displaced persons. Ghazaryan highlighted the first joint program with the Council of Europe’s Armenia office on migration processes as significant, particularly in the context of sectoral reforms and parallel crisis management, emphasizing the program’s flexibility.
The Council of Europe counterparts presented to the Armenian side the activities of the Council’s Cooperation Programmes Division, the operations of the Commissioner for Human Rights’ Office, the mechanisms and procedures for implementing decisions of the European Court of Human Rights, issues related to Armenian processes addressed by the Parliamentary Assembly of the Council of Europe’s Committee on Migration, Refugees and Displaced Persons, as well as the work of the European Committee on Legal Cooperation. A meeting was also held with Armenia’s Permanent Representative to the Council of Europe, Armen Papikyan.
The working group of the Ministry of Internal Affairs’ Migration and Citizenship Service, led by Armen Ghazaryan and with the participation of Service Head Nelly Davtyan, was also hosted by IN Groupe, which leads the consortium recognized as the winner of the tender for the Public-Private Partnership (PPP) program for the implementation of the Biometric System and has established the Haypas company in Armenia in accordance with the requirements of the PPP contract. The Armenian delegation visited the company’s Printing Technology Museum and familiarized itself with the historical developments in the field. Samples of the Armenian alphabet and script used by the company over time were also showcased. The delegation visited the company’s on-site production facility, observed the production process of identity document blanks, and examined the components of the operations.
A meeting was also held with the company’s Chief Executive Officer, Agnès Diallo. The current phase of implementing the new biometric system in Armenia, the progress achieved, and the project timeline were discussed and reaffirmed.
The visit served as an important platform for exchanging experiences, exploring innovative solutions, and expanding cooperation, aimed at enhancing the efficiency of migration process management
