On behalf of the RA government, the Minister of Labor and Social Affairs, Narek Mkrtchyan, made a speech during the high-level conference of the “European Social Charter” held in Vilnius, which was attended by ministers of various countries, high-ranking officials, as well as representatives of European and international organizations.

The conference discussed a number of issues related to social rights, including growing inequality, the future of work, digitalization, artificial intelligence and the effects of climate change.

In his speech, Minister Mkrtchyan noted that the forum is an important platform for assessing sectorial achievements, as well as for facing challenges in the direction of ensuring social justice.

“This is another opportunity to promote and express our commitment to universal values ​​and principles, and in this context, I would like to note that the RA government continues to carry out necessary work towards the full protection and implementation of social rights guaranteed by the European Social Charter and other international treaties.,” said the Minister.

Referring on the work carried out in the field of social protection, the Minister detailed the programs implemented in the fields of work and employment, as well as ensuring gender equality. Narek Mkrtchyan, in particular, spoke about the changes implemented in the Labor Code, ensuring employment growth, social partnership and collective labor relations, etc. The Minister also noted that the 2024-2028 strategic plan for the implementation of the gender policy, developed in close partnership with the Council of Europe, is currently in the finalization stage, based on the elimination of women's vulnerability, guaranteeing equal opportunities and rights, ensuring social and economic empowerment, as well as improving the living conditions of citizens are the targeted programs.

Narek Mkrtchyan also referred to the process of providing social support to forcibly displaced persons from Nagorno Karabakh, noting that more than 95% of displaced people are now using various social protection services. In this context, the Minister presented details about the short-term, medium-term and long-term programs aimed for them, noting that ensuring the rights of displaced persons, particularly the international protection under the Council of Europe convention system, continues to be one of the most important issues.

Summarizing the speech, Narek Mkrtchyan expressed hope that due to the unification of efforts and strong commitment, it will be possible fully ensure social justice and social cohesion guaranteed by the European Social Charter, as well as the full protection of social rights.
