Remarks at CM on November 22

Ambassador Arman Khachatryan, the Permanent Representative of Armenia in the Council of Europe presented the details of the ICJ Order of November 17 referring to Armenians of Nagorno-Karabakh and the legal commitments of Azerbaijan.

Ambassador Khachatryan reiterated the political will of Armenia to exert efforts aimed at the normalization of the relations with Azerbaijan and establishing peace and stability in the region. Ambassador informed that on November 21 Armenia sent to Azerbaijan the sixth edition of the agreement on the normalization of the relations. He also touched upon the guiding principles of the normalization process.
Ambassador Khachatryan highlighted the visit of co-rapporteurs of the Parliamentary Assembly of the Council of Europe (PACE) for the monitoring of obligations and commitments by Armenia. The visit took place on November 6-8, 2023. After the visit the co-rapporteurs noted that the Armenians from Nagorno-Karabakh who fled Azerbaijan’s military attack, after suffering nine months of isolation, had all found decent accommodation in Armenia and been provided with emergency relief, thanks to the actions of the Armenian authorities and the solidarity of the population.
